Valt didn’t change as a character, but more of he had a better win-loss rate. Aiga had good character development, and a Meh win-loss rate.

Explain Valt’s development.
Valt changes in the later portion of god in the god bladers cup. He takes battles not serious now compared to season 1. You can even watch the anime, he changes as a blader from 1-2. And in Cho Z and GT, he might still be that valt we all know and love, but has also matured as a blader.

Yeah, he changed in his Blader skills, but so did a lot of others. Aiga changed his Blader skills, and a lot of his character.
Valt is way more mature than most deutoragonist from Burst and has been stronger every since

Season 2: Improves greatly as a leader once Free leaves and takes the position seriously, tries to mend more conflicts than contributing to them, got the respect of both Best Girls of the season, trusted his teammate to win at the finals instead of taking it all on his own, saved Shu with the love of beyblade rather than giving into the pressures of the game like he could've during the preliminaries.
Season 3: Doesn't take his losses as soul crushing, strives to get better and improve, and relies/trusts on his friends for situations more suited to them instead of just trying and failing
Season 4: Less clingy, more aware of the flaws of those he wants to keep close, and is a pretty good advisor.

Valt's improved as a person, blader, friend, and advisor as much as I make run on sentences.

Some people buy Corocoro magazine and read the serialized chapters.  I prefer to wait until the collected volumes are released, and then I order them from Books Kinokuniya's US site.  It's cheaper, printed on better paper in black and white, includes the special chapters from other Corocoro publications, there are extra small strips and dust jacket 4-panels in full color.  

Kinokuniya USA's online store is undergoing a long renovation, so I email their customer service when I want to buy a specific book.  You can also buy e-books directly from Shogakukan.  

If you want to read it in English, an English version is being published by Shogakukan Asia.  The snag here is that the books are only being released in the far East.  I used to buy them from Books Kinokuniya Singapore, but the shipping price alone was $28.  DHL gets it here super fast... But it would be nice if they offered a slower, cheaper option.   The English books are about 4 volumes behind the Japanese.  They are printed slightly bigger, but don't include the color 4-panels.

Something interested I noticed that Wakiya said in the manga was that there are 15 Legendary Bladers.
Now the only Legendary Bladers that we know of at the moment are
1. Valt
2. Rantaro
3. Sisco
4. Lui
5. Shu
6. Free
7. Aiga
8. Drum
9. Wakiya(he confirmed that his status as a the chairman of the WBBA made him a legendary blader)
(also Ranjiro is not a legendary blader.
Anyways, this means that there are 6 legendary bladers that we have not seen.
Anyone want to take a guess at who they are?
My guess are
10. Xhaka
11. Daina
12. Kensuke
13. Phi
14. Gwyn
15. Delta

I mean if both rantaro and wakiya can be legendary bladers theirs really no reason not to put xhaka specially since he was prominent then both . Cheer up both phi and aiga are their who honestly was the most important character in cho z with hearts the rest wasn't really that big deal thing they could've but didn't breakout enough . I can see amane be #16 though

I agree with most of the points you made here. Valt is the best of the burst protagonist imo. A really well-rounded, likeable character. And the effect he has on those around him is a testament to strength of his character.

There is no number 16 btw(Wakiya said there are only 15 legendary bladers)  But I mean the 6 that I predicted are easily interchangable. But yeah, Xhaka has a huge chance of making the list given
1. His role as a spin emperor in Burst
2. His role as a big 5 in God
3. His popularity as a character
4. Xcalibur's popularity as a beyblade irl
Same goes for Delta(but I don't think he's nearly as popular as Xhaka)

I mean Cho-Z didn't really have many new characters that got popular. I doubt fans will want Kyle, Laban, Xhan or, Fubuki to be Legendary Bladers. Maybe Hearts and Suoh though.

Quite the contrary, my friend. Delta is actually one of the most popular characters in Japan and even surpassed Xhaka, according to the 2020 poll for Beyblade Burst characters.

If we're going by the logic that previous characters returning due to their popularity (which I highly doubt TBH), then if Xhaka manages to get a spot as one of the 15 Legendary Bladers, then I'm sure Delta can too (they probably need another GT representation outside of Drum too so there's that)
#blackHazard I know theirs  only 15 I said he can 16 which was sarcasm and it was to give amane a honorable effort rank . cause I don't think he will be among the 15 either way if he is could for him after all they did use him at the end. amane is most likely somewhere an the A rank

I'm not saying popularity is all that determines who's a legendary blader. But it does have a lot to do with who they want to bring back on the show as legendary bladers.

I also said that the top 16 have a good chance, not completely confirmed, but it still seems highly likely that a few are Legendary Bladers

I mean, that's fair but I highly doubt Hearts (10th), Daina (5th), Suoh (13th) and Kensuke (14th) will ever become Legendary Bladers even though they're ranked quite high on the poll. Really, I think the rest of the Legendary Baders will either have past characters who had major bey releases from previous seasons (like Xhaka, Phi and Delta) or completely new characters (like the new guy with the "Codename L" bey).

I might be wrong but that's what I think anyway, unless there's confirmation that all the 15 Legendary Bladers are returning characters.

Well, they fell out of relevance, aren't popular, and didn't really live up to the title Big 5. Most of their battles are losses.

I’d say these legendary bladers that aren’t confirmed just yet could be in the anime
Wakiya is in the manga again. Maybe new wyvern. Sisco too. 3 new discs. A disk that is in shape of an X, looks as it could be for xcalibur. Another disc with a Z on it, has a black part on it that looks as it might be able to move. And a disc that looks like the 1S chassis, mixed with outer and 0
