You're trying to make threads in the General forum of the Off-Topic Section, and those threads have to be approved before anyone can see them.

You can't usually edit polls once they've been voted on...
Im trying to post my beys on my profile and build me a combo, but it wont allow me. Even when I tryed to message someone, it didn't allow me. Whats the problem?

There was a data loss somewhere around mid-2009 iirc, that might be the reason.

If an user was to seriously create concepts for custom bey-pieces, aiming to make'em RL-usable, receive critics and stuff, BUT don't lay a hand on actual material, is it still acceptable under Beyblade General?

Is it a really new beyblade? Or just a combination of beyblades that have been released? If it is a combo,then post it in beyblade customization. But you have to have the beyblades since you have to test it & post the result.

...No. Because they are your-made parts, it should go to the Your Creation forum.

EDIT: Besides, it's YOUR concept. If it was Takara's (or Hasbro's) then you should put it in Beyblade General

It is completely possible to have only one, but having at least two at your disposition is always more ideal.

Posting a review in their selling topic is really the best and only way : before purchasing from them, people will read what others have said about him or her in their thread. For instance, if everyone keeps commeting that the shipping took way too long, chances are that other Members will hesitate before buying from that seller.
