Neptune, wyvern and Odin will be used more now with the ban of d2 and d god Valkyrie is on par with V2 for attack while Kreisler Stan and blaze ragnaruk seem to be on par with wyvern for defense while the rest of the god layer parts haven't been tested enough yet

¥4000 max. You can also get Black recolour. I would pay ¥3000-¥4500 for it.

Driger S and Draciel S are definitely rarer since they were Random Booster prizes, whereas Dragoon S and Dranzer S were Boosters made available in a lot of quantities in a lot of stores. However, you should be able to find a Driger S, if you wait for the right time, for less than 2500 yen.
