Virgo is actually a decent clear wheel, its pretty heavy yet still has good distribution. Just as a general idea:
Bull>Aquario>Cancer>Virgo>Almost everything else (excludes Kerbecs/UnicornII)

As of now Burn is heavily outclassed.
For stamina he could make a low track Earth combo.
And why would you recommend Virgo CW for defense???
I wouldn't use 135 though, maybe a 100WD instead? 135 is just a very akward height.
And I would use GB145CS in the Defense combo, not R145 or ED145 (especially not ED145, it's scrapage heaven).
And IDK why he said Virgo, as I see it as a Stamina wheel, but he did suggest Aquario.
Bull is not better than Aquario for anything. It's poorly balanced.
Really, Hazel? Since I have been on this site I have had it drilled into my head that Bull has excellent distribution and balance. As says Beywiki:

Yeah, we've been dispelling a lot of those old misconceptions through the power of science, in the last few months.
"one of the best", yes. It is the heaviest, outside of Kerbecs - BUT, it's not well-balanced enough to stand up to Cancer and Aquario for Stamina, and Aquario throws weight perfectly into BD145, making it superior for Defense.

Soooo; the new list should be something like:
Aquario>Kerbecs>Cancer>Bull>Virgo>Everything Else ?
Everything I knew and trusted, turned upside down.
And as a note, these are all generalisations, do not take that list as law by any means. Aquario works well (as Hazel said) on BD145 while Kerbecs performs poorly on it, while is excels on Basalt combo's.

Cancer has synergy with Phantom, Aquario works with round MWs/tracks(S130 and BD145), Kerbecs and Unicorno II(which is nearly as heavy and balanced a bit better) work best on 3-sided MW and Kerbecs on non-BD145 Basalt Combos.
Pegasis II works better than Virgo for everything Virgo works for, too, iirc.

I find that bull lines up with phantom pretty good as well, but overall , which would be better?
Cancer is the best clear wheel for phantom, bar none.
Virgo is okay though, pegasis 2 only sees use for its weight iirc. Unicorno 2 is a nice clear wheel, but being 3-sided limits it's potential.
Its really hard to work out cw balance without a specialised setup to do so, as there are too many uncontrolled variables in testing to measure such a small independent variable.

The burn wheel is round, so generally Aquario would be the better choice
Cancer is pretty good on most wheels, but yeah, Phantom is the only wheel I've seen it outperform Aquario on by any significant margin.
Oh, and kerbecs/uniII should be fine on BD145, as BD145 is three-sided, but basalt+kerbecs+BD145 is not so good. Anyway, they would require a 3-sided wheel, and there aren't any 3-sided wheels that are top-tier on BD145 atm iirc.

Use RF, and RF only. If you use a low-grip WF, self-KO is the limit... :\

What would be the best clear wheel for a Scythe 230D combo?
Kronos is supposed to be best for Scythe but honestly I'm yet to figure out why.
Weight distribution? Its isn't terribly heavy but I don't know what else it could be :\

I figure it must be synergy with scythe and its PC frame, it still doesn't make much sense to me, but yeah, apparently it works better. Someone should put together a system for measuring the balance of a combination itself (a few of us discussed the idea a couple of times), so we're able to measure it first hand, not just by measuring its effects (solo spin time, 1v1, etc), as that introduces way too many obfuscating variables.
Hmmm.... Let me ponder that. I guess you can say;
