Kenta was introduced as something akin to a plot point, him being seen as pretty strong as a local Blader (after doing well in a local tournament), but is completely outshone by Ginga after his confrontation with the Face Hunters. From there, the series followed Ginga's narrative, not Kenta's.
Furthermore, why else would Metal Masters focus completely on Ginga and his team while Kenta wasn't even on it, or why Ginga is always the one to save the day in the end.
And lastly, it's obvious Ginga was the main character in the work due to the role he played in Zero G/Shogun Steel. Whereas Kenta did not appear in the work save for an epilogical slideshow (that wasn't even featured in the dub).
So, while the show begins with Kenta and he has his impressive moments of development, it is clearly centered around Ginga Hagane.
As well as these points, Gingka got a bit of background: a father, old friends, explantation of how he got his Beyblade, etc. As far as I recall Kenta doesn't have much information about him prior to the start of MFB. Does Kenta even have parents?
