Under different circumstances, I would agree with you, however, I personally applaud Ultra for that brief, yet on point, summary.
It is one thing to just lie for your own benefits, but his continuous lies over the course of months had disadvantaged the whole community. If you haven't noticed already, please browse over the Customization forum. What he did was selfish. There is no possible reasoning good enough to justify his lies.
Many people (casual players, competitive members, even non-members who just frequent the forums) rely on the tests provided in the forums. Everybody here works hard to maintain WBO's credibility, be it over Beywiki or Test Results. To simply just piss it away like that is nothing short of a 'jerk' move.

On the contrary, he deserves to be banned. In order to give him the proper warning for this, Kai-V had to revoke 60% of his previous warnings, given in various occasions by various staffs. Yes, he was already sitting at 90% prior to this incident. If there was a person more deserving of a ban, it would have been him.
We actually listened to the appeals of a few of his friends to not ban him, whom he indifferently lied to by implications. After weighing the outcome and repercussions, we decided this course of action is the best.
