There are a few ways.
1. The teeth could be asymmetrical. This can throw its weight off balance.
2. The teeth could be spring-loaded to allow less resistance against the free-spinning ring. The teeth getting pushed in by their opponent will displace of the weight toward the inside.
3. The free-spinning ring just floats atop the teeth, which disrupts its weight distribution by shifting the ring around.

Stamina comes from Outward Weight Distribution. I think there is too little metal on Jet.
The video doesn't really give good images of Jet's mechanism.
1: The teeth of the mechanism would be a minuscule contribution to the weight as is, they wouldn’t throw the balance off any more than the metal would on a cho z layer asymmetrical or not
2: This would only be a problem against reverse rotating beys, Jet sucks against beys of both spin direction. It’s the Just drivers doing.
3: Again, the perimeter of the ring is composed mostly of plastic and rubber, there are hardly any weight variations along the outside of the perimeter so it’s a minuscule effect. The weight shifting would hardly effect the inertia since the shifting ring wouldn’t produce enough force to do that.
