It's not against the rules, but in my opinion there is a risk of damage to stadiums due to improper use, and if there is any ill feeling after the event, I won't be inclined to host again.
I'd rather people didn't use the Rev-Up launcher, as it's not totally fair IMO, but that's a personal opinion, and I'm not going/able to stop you. It'll be cool if we kept it to beylaunchers, though, at least for our first tournament

If you want to use M145, you'll have to clear it with the stadium owner beforehand (which will likely involve an explanation of the combo and tip etc), because they're not cheap, and there's a risk of damage. I don't want to have to call the tourney off and buy a replacement because someone wants to use a niche combo.
No complaints or accusations of cheating, it's not your property, so don't damage it.
Theft/stealing/other stupid stuff, if it happens (it has at other tourneys), it will be taken very seriously, and may jeopardise any possible future events or whatever. It's only a small event, so someone will probably spot you.

My only real concern is getting enough people, and having them attend, tbh, everything after that is pretty minor.
Everyone please note that from tomorrow til Tuesday, I'm going into deep training/meditation to enhance my BEY-SPIRIT (read: going on holiday) to a place where there's not even mobile reception for internets. So yeah, I'll not be able to get back to you on questions til Tuesday afternoon (unless something miraculous occurs), but don't panic, when I do, I'll make everything better

And in response to your PM, you can use customised beys, as in all WBO tourneys, but no illegal customisations (check da rules). Fake parts aren't allowed, I'll probably have to inspect beys for those.
Only limits on customisation, if the WBO committee will allow it, will be a ban on MS (as it can damage stadiums) and needing to clear any M145 combo's with me and Own-Ray before using them in either of our stadiums, so unless you have a good reason, I wouldn't bother. The main thing would be not using Basalt or MS/MF with M145, basically.

All released official beyblades are legal. So yes, 4D/MFB Explosion/Maximum Series/ETC ETC will be legal, as in standard rules.
