Meteo is actually a top tier stamina wheel with great spin steal. Basalt isn't the best metal wheel to use, simply because it's illegal in Limited and heavily outclassed in Standard.

That looks like a spin steal orientated combo rather than stamina.(I treat them differently.)

Besides Basalt is frequently used before the release of those Duo things fir stamina due ti its weight and distribution, it seems more versailate in case the opponent is also left spinning, where the spin stealing property will kill this Meteo combo faster instead.
