After watching the official subs, there are a few things that I want to point out.

Wakiya is 99% not participating since he talked in the perspective of a spectator, not to mention he's gonna be the commentator. Also find it funny how Rantaro said that he's sort of a legend, which also makes me question if the anime and manga are going down that same path here.

Wakiya also did say that the 10 participants are in the spotlight, and they can choose their partners, but he didn't specify if they had to be out of those 10. Considering that he was even planning to knock Hikaru and Hyuga out of the tourney if they didn't impress him, he could easily choose anyone else, but probably just defaulted to the Legend Festival. In the preview, I feel like the bros tone implies that the person teaming with Lean is someone they know, but don't expect, so probably Shu or Ranjiro on that matter.

One thing I'm sure of, Wakiya ain't participating himself.
