Honestly, you can't even take a single Burst antagonist seriously, so none of them is best villain (exactly why I'm shocked that Red Eye still has the most votes for some reason, like guys, he's not even actually evil). Heck, the most 'villainous' one of them has an absolute joke of a backstory (and that joke backstory is actually why I enjoyed his character, but that's beside the point).

So to sum it up, most of us agree that the best villains from each gen are:
OG: Kai (only EarthHelios actually bothered remembering him apparently)
MFB: Ryuga
Burst: Red Eye
