Yes it can. You need to get the National PokéDex first.
With Platinum's GTS, it didn't say what lvl the other person wanted. This made it a pain while trading.

you go to the wifi lady in the poke center where you go to gts this is black and white only and you click battle video and click search and enter the code and if a vid of xack vs rick appears thats it.

nope mystery gift only and no gts since you need to see the pokemon to ask for it.by see i mean in pokedex
