I have ROM's on my laptop and have a SD card with my 3DS and wondering how to put the games on the SD card then play them on the DS.

Is your SD card the DS/DSi version? I'm pretty sure 3DS has spent a lot of time and effort to deplete ROM hacking on their system. It shouldn't be hacked within the first few weeks of launch.
