I have found Orb Egis with a standard or low driver like destroy is great against Phoenix since it taps away at the core layer- not the armor.
A layer with good upper attack is what you want to use against perfect phoenix, all the metal on the outside makes it hard for it to stablize itself.

Umm, Painted discs are supposed to work on judgment only.

Besides czS can replace hS in that combo successfully

czA.00P.Ds has worked out pretty well for Bursting it.
oE.0S.O/At/Kp could destabilize it for the win.
hS.00W.Br could outspin it easily.
Honestly, I think Perfect Phoenix is a generally good layer, but it's easy to beat it if you know it's coming.

I find ch-z s to slow itself down when facing same spin because it cant burst.

I was able to outspin hS br combos in my last tournament with my czS 0W br
