Ok so High Blow' is in-fact different enough from Blow', Accel', Zephyr', Assault', and Fusion' to test it. Otherwise I think HB' would just get banned just because its related too closely with Blow'.

The two main layers High Blow' would be used on are Acid Anubis and Odin. I do not own A2, so my tests use Odin.

It seems like High Blow' is weaker than its normal height counterparts as the tall height makes it more susceptible to KOs and being destabilized. Although HB' seems to counter stationary attack, and left spin can't counter it because DGF is too frail. All of the tornado stall dash drivers would have a counter if there was a competent left spin layer in the format, of course it would still need to have the LAD reduction DGF has to have counters.

I don't really have a prescriptive opinion on High Blow' other than to give in time in a tournament to see. It could be too reliable of a safe pick in first stage.

It was criticized for a lack of evidence provided to justify the decision, rather than the decision itself.
