If we are counting the anime and manga then 99% of the characters you mentioned shouldn't be up here. Even in the anime most of these characters are either coming back next season or already had closure.
Zac was the only Spin Emperor who didn’t return, Fubuki and Suoh did nothing of note all season, Houi Oh, barely existed, Toko’s grand return in Chozetsu flopped horribly, Lodin did nothing, and Arthur was a cardboard cutout posing as a character. Not to mention Blindt, Pot, and Ilya also doing nothing of note all season. Some work could definitely be done here.

Their main focus was really the big boys which the did then good the only side that got really devolpment was the kiyamas and Amane, Basara who where all closely tag with they Main charcaters. Burst got nothing on both Mfb or OG with the side character department
What are you even talking about. We legit see most of the S1 side characters cameo in S2. And if you must know if you aren't going to use a side character for even a minor role then that character shouldn't have any influence in the story at all other than maybe a cameo. Just saves time for the story and focuses on other more important factors. Plus side characters have closure being the reason we never really see them again, ex. Hearts, Lodin. We see Kurtz in the Sparking manga and Hearts in the anime had closure with his brother. Also people like Zac and Daigo come back in the manga so your point? Metal brings side characters back but does absolutely nothing with them. And even the characters they bring back either have a rushed development or and underutilized. Also I think you're at a misconception about a supporting character and a side characters. Almost all the examples you given like Yu, Madoka, and Tsubasa are wrong. They aren't side character's but they are part of the main cast so are you surprised they came back? Benkei is also part of the main cast. Also you say Benkei got stronger when in Fury he literally got dogged by everyone other than the generic bladers. Blind from GT lost all his battles but he only fought Delta and Dante and put up a fight against them which is valid. I personally don't really care much for the female cast stuff even though we get people like Nika and Kristina back after their debuting seasons. Kiyamas, Amane, and Basara is the surface lol. Lui got development. Boa got development. Fubuki got development. Fumiya got development. I can go on really. I'm not even going to say much about OG since I forgot a lot but I know Metal enough to say something. Your inclined to believe what you say but this is just a rebuttal because I fairly don't agree.

He did 4 major things:
1. Get Aiga back on his feet.
2. Train Fubuki to get stronger.
3. Put an end to Phi's reign of terror.
4. Help Aiga prepare to defeat Phi.
I wouldn't say he's a full on main character but he's definitely a main supporting cast member which is relevant enough.
Cameo’s don’t equal actual follow ups. Seeing them is cool, but what we want to see is how they’ve changed over time. I think that’s what’s MFB does better in comparison to Burst. Daina did return and Battle, but Zac only made a cameo. Also, Tsubasa and Yu are only main characters in the second season. So the fact that they not only returned but were given major roles in the next season is actually a testament to MFB’s writing to be honest.
As for Benkei, I think you’re confusing power development for character development. Sure, he still isn’t on par with Kyoya, but his character made lots of changes in both departments, ending with him being almost entirely different in Zero G.
Rantaro is really the only Kiyama with substantial development, and as I already said Amane got his way too late unfortunately.
Boa and Fubuki are really worthless in the grand scheme of things. They have potential to be cool, but they don’t do anything of note all season, especially Boa. He basically only existed as a punching bag to show off how strong Shu is.
