Systems can be created before the era starts. The era starts when the beys him mainstream.

The eras are sectioned off from each other. They make them very distinct via details like the beys so that we see that it's a different era with new gimmicks and the like.

We can identify the different eras clearly with those details. We know rise is rise and not turbo because of t Rise system and Hyper Flux. Their so distinct by design.

Surge beys were created before Hikaru and Hyuga were ever introduced. The era didn't start when the beys were first created. It started when they hit mainstream.

Admiral W he doesn’t disagree that the beys becoming widespread mark the start of a new generation seen in each season.
