What i am doing is comparing bladers to world powers based on their personality among other things. It's actually many similarities between bladers and world powers even though it doesn't seem like that at first. For example, Ryuga is very much like Russia, China because just like them, he is a rogue blader. He don't care about established rules of conduct, he is unpredictable and loves crushing his enemy. He sometimes help his enemies when it benefits him just like when Russia helps USA when it benefits them.

They could as Gingka's father did not die and Gingka know what he did was not under his control, but the dark powers. Ryuga beat the dark powers and gradually changed. After his defeat by Rago and seeing how good Gingka treated him, i think they could in shogun steel anime timeline, but not manga.
