Actually, it all depends who the person is. For instance, I often get people with zero posts who send me supposedly offending private messages. It just seems obvious to me that they do not wish to stay here if the first thing they do with their account is send me that sort of private message, so I instantly ban them.
If I catch wind of users threatening physical violence, and find it to be true and a serious threat(whether heat of the moment or otherwise), I will absolutely ban them.

Racist remarks receive exactly the same investigation and punishment if found to be serious.

The one you are looking for can only be gotten for having two Credits. Again, use the Help section to learn what Credits are.

As for Near, yes they can be (though the resulting fallout must always be considered, so it is extremely unlikely anyone would be stripped of their powers outside of extreme circumstances, unless they stepped aside), though I am also extremely curious about Arupaeo not having CM status at the moment and sincerely hope this is a bug, given how much I admire his work.
This is kind of a history question. In the beginning of Metal Fight Beyblade (MS and HWS) were there a lot of people testing and going crazy over the parts and figuring out what worked, or was it sorta slow like right now with zero g?

Basically only Anubis, Brad, and Kei had Metal Fight Beyblades.

Just think about how Leone's and Pegasis' Attack abilities were discovered much later, hah. At the beginning, we struggled to figure out what the best Defense part was, and the metagame was mostly thought in terms of "[ ]-killer".

Then Libra came out and it became quite obvious, hah.

In the beginning, yeah. It was both slow, and a little bit crazy haha. Anubis (Guardian Odin) definitely did the most comprehensive testing in the early going, however. It's actually quite interesting to look back on some of his observations (with the most prevailing one basically being "TOO MUCH KOs"). Some of his insights (and those of many others at the time) may have been proven as false since then, but they're nevertheless interesting:

I'd say that it was only Pegasis' Attack power that was discovered much later. There was no such thing as "Defense"–or even Stamina, really–initially, since there were no real defensive parts, and all of the first four Wheels had high recoil. But yes, then Libra and Virgo came out and Stamina/Defense became at the very least, usable.

The tournament scene didn't really get started until BEYBLADE WAR ROOM in May 2009 (I don't believe there was any other MFB tournaments before this), and by that time the Hybrid Wheel System (with parts like C145, RF, etc.) had already been released, so by then, things had settled down a bit; we generally knew what was good for Stamina, Defense, and Attack.

That is impossible, since BB-28 and the following got released on May 28th. Even if, in 2009, Anime North had been on the very last day of May somehow, it is highly doubtful that anybody had received the new products by then, much less BB-35.
