If you're finding a seller to buy Sag. from, buzztoy2007 would be your best bet. He ships the fastest (ships in around 1-3 days and delivers in a week or 2) unlike the others you listed. Great seller.

That's up to you! From what I'm seeing, some assesories are/can be useful and others no. For example, I would recommend buying the Rubber Assist and the Weight Damper the most. It'll enhance your launch and setup. But again, up to you.

If you're talking about the original Storm Spriggan, not S2, I would pick Storm Spriggan. I've heard of Xcalibur's battle performance and quite frankly, the layer is quite wide, which is usually a disadvantage. Spriggan is a better choice for its parts such as Spread and Fusion. Great parts for competitive use.

Should I purchase Neptune A.Z or Wyvern A.M?
I'm looking for a layer with great defense and stamina.

I feel like those are quite common Beyblades for $100. I've purchased lots on YJA that come with about 5-8 ish Beyblades more for that price.
However, if those are from an individual seller, I say go for it since there are definitely good parts within those, and if you want to save your time and not scour through YJA for lots to pop up.
