Wakiya is the WBBA's commissioner and thus there's a possibility he won't have Wyvern at all just like Kensuke back in God. Plus, there are more episodes to go so we can't say for sure if this booster is really gonna be Wyvern, so don't jump to conclusion just yet.

Wrong. He’s actually a rank higher Rantaro (Wakiya is S-14). He’s pretty much the second to weakest legend with Rantaro the weakest. He even states he’s in the rankings in the manga

This is not by anime terms, as that was an unofficial battle. He has earned it in the manga by defeating Fubuki.
