Nupmuk, not to be rude but I've posted about most of this stuff you're asking before in various threads and I suggest you search harder if you're searching at all.
Shining God MS, again, please leave the answering to others.
SG Metal Flat Base (Driger V) is a sharp with slightly more of the tip cut off, a different kind of/more sharp-like semi-flat I guess, nice passive movement pattern though. I've posted about the reason behind the name before in my spin up guide book posts.
Heavy Attack is viable for weight based defense as long as the setup keeps it out of the way. No reason to use it over Ten Heavy but it's good enough to be competitive, hence being on the list.
And I've posted a lot about the base and SG before soooooooooo.
Oh and Dranzer/Driger/Draciel
Dranzer S: SCB is ridic - zombies without wide defense/wide survivor, AR is decent, SG Casings are great. Dranzer V2 has an SP that has uses, but defense ring is more versatile, an AR that's kinda "meh" at everything and a blade base that just isn't that great because the gimmick just doesn't work out well. Uncustomized though, Dranzers are usually a crapshoot so yeah, V2 is probably the least messy of the lot.
Driger V2 just because it's the only beyblade that is actually really competitive (and actually on the CC list) out of the box and has good coverage against a lot of competitive combos if you add the remaining bells and whistles (HMC and Wide Defense). Driger S is great and Tiger Defenser is a ridiculously versatile part, though, so it's a very close run thing.
Draciel MBD because Metal Ball Base is great for trying out things against and a competitive part that is worth using over its competitors (S was okay but tbh SG Metal Ball Base isn't worth using over Customize Metal Change Base + Defense Ring unless you're playing an abnormally aggressive Weight Defender (and even then it's questionable) which is unusual - main aggression with them is in ko launches). None of the main-series draciels are anything but laughable uncustomized, MBD's AR is really recoily so I don't think it'd do well either.
