Hold’ is better.
Hold' has more LAD and is harder to knock off balance, but Volcanic' is better if you care more about extreme Tornado Stalling than having a good matchup against Mobile Attack Beys. I think the loosened up Hold' is more of a Stationary Driver and is better with a Disk or Frame like Vanguard, Convert, or Wall. I'd say Volcanic' might be a better pick for that combo.
Is Hold' as good as volcanic' when worn?

I'm pretty sure rightspin99 wanted a tornado stalling combo, and if so, I believe that Vl' is better(I don't have Hold' though, so I could be wrong)

The original thread was for a pP Outer volcanic’ combo, and from what I’ve seen, a worn Volcanic’ isn’t for tornado stalling, although I haven’t really seen what it’s like in a battle so I’m not sure on that.
What I don't under stand is for a combo such as Judgement Valkyrie 00Wall, is Vl' better?

Life-after-death, basically how long a Bey still spins upon its parts hitting and scraping the stadium floor.
Should’ve this thread be in Beyblade Q and A? Also for opposite spin matchups use Hold’ but if u have a worn Vl’ then use it all the way.
Apparently Vl' has use in opposite spin matches if it's worn. So I'm not even sure if Hold' would be better here.

Hold' is a lot calmer when "awakened" and has better balance to allow it to withstand attacks better.
The same applies to Vl' though, albeit not to the same degree as Hold'. This makes Vl' the tornado staller that it is, and so we are left comparing which one works better in opposite spin/LAD matchups.
If I were to guess (since I dont have enough testing with both drivers)..
Assuming both are awakened/worn down:
Volcanic has a better chance for same spin matches, while Hold is better for opposite spin LAD.
Assuming both are new/not worn:
Volcanic sucks, while Hold can still work for opposite spin but not too great

I mean that Hold' tends to stay in the center more from the videos I've seen, and the shape makes it harder to destabilize.

That I very much agree with. Against Bearing I know Vl' works, but against anything else I'm sure Vl' will fall over.

As an owner of awakened Vl', I'd like to disagree. The ability to stall for an long time on the ridge prevents mobile attackers to chase them down.

Interesting, although maybe a tilted launch with the Mobile Attack combo could result in a big snipe shot. The videos I've seen about it show how easily it gets beat down once it gets hit by a solid attack.
