My total rankings of all legendary bladers include:
#1 Valt: was stated in Manga
#2 Aiga: Just because of him being the champion in GT and nobody actually had taken it from him
#3 Shu: Shu has been proven to be stronger and stronger through every series and i don't see him losing to any other blader on the list tbh
#4 Free: Stated in the Manga
#5 Lui: I would probably put Lui above Drum in the list just due to him having more overall experience and power than drum and he would probably beat everyone else below him
#6 Drum: Mostly due to him being a previous protagonist that would beat everyone below him probably
#7 New Character or Possibly Phi: Phi was proven to be one of the strongest bladers that put a challenge and trouble for our protagonists and im pretty sure only lost once in the end of Chozetsu, if he changed his ways and had truly for a clean and strong bond with phoenix, i could see him returning(edited)

#10 New Character! (Possibly Lane could get up to a spot around here) If Lane had beaten Free, and Free sees him as a threat, he is probably Legendary Blader Level

So many things wrong with this. In the special edition Siscos official rank is 11 and Wakiyas official rank is 13 also Ranjiro isn’t a legend blader the anime showed that he became an A rank blader for beating his brother.
So im wondering where are the rest of the legendary bladers that aren’t announced yet

Daigo really wouldn’t fit in my eyes. I would put Delta in there especially for more GT representation

Hyuga and Hikaru can't be on the list. Phi, Daina, and ranjiro aren't ranked. The Top 7 looks pretty good though

simple it would be like an tennis ranking style it's determine by points not by being the champ it happens alot in the world of tennis . or like soccer/fifa ranking Belgium is the #1 in the world despite that France is the current world champ it's all decide by points not necessarily by titles. getting titles give you a great amount of point but other teams can quickly catch up with no issue . so it wouldn't be strange that aiga is the champ and not #1 specially when it's a point system ranking too. it's also not uncommon for someone not a champ being stronger or consider stronger than the champ .

I wish Daina at least return he got an overwhelming popularity as seen in the poll. I don't think Phi is coming back, but Idk y but I want Ranjiro, and the twins to be on the list. It's fine if they can't. But Lane has to be in the legendary bladers list soon enough, he is the most hyped character around. I also want Wakiya to return in the Anime.
I kinda wanna switch Lui and Drum given that 1. Lui needs a comback. And 2. Drum is just a beginner, he faced like the 0G kinda bladers of the originals.
And Drum never faced Lui.

Because we didn't see it happen in the previous season I can see why there is some confusion about the rankings, but if Valt is #1 and the strongest Legendary Blader, it only makes sense that he is world champ. So I'd change number 2.
If I had to give my input on how I think things will work out, I think that some of the 15 Legendary Bladers will just be new characters to fill in the remaining numbers much like how MFB had the rest of the Legend Bladers (Outside of Ginga, Kyoya, Ryuga and Kenta) as completely new characters.
Of course, it is possible that some more returning characters will come back but realistically, the only other ones I can see potentially returning are Xhaka and Delta.
Yes, I know Xhaka retired in Cho-Z but you could make the explanation that with the increase of much stronger bladers, he became interested enough to take Xcalibur out of retirement. The Xcalibur line has been one of the longest running lines in the Burst series (only being absent in GT). If not Xhaka, then at least Xhan.
Delta's another character I see potentially coming back since besides his popularity and how the anime pushes him out as a breakout character, Drum and Delta have yet to properly settle their rivalry and since we only have one GT representative, it would make sense if they bring out another one. There's Amane too, but I kinda doubt he'll be brought back since we've got back our resident test dummies for advertising new beys, the Kiyama brothers.

With the algorithm Beyblade Burst follows with, I would honestly not be surprised. I agree with many of your points here. Some part of me do feel like Xhan might have a better chance than Xhaka to come back, since I do see that hes been favored over the infamously tall child
I figured out a whole list of reasons on why Wakiya could return in the anime WITH a new Wyvron:
1. He's a Legendary Blader
2. Just because you're a WBBA official doesn't mean you won't be able to battle once or twice. Like Shu owns the Raging Bulls now yet he's not retired.
3. Hikaru and Hyuga battling all 15 legendary bladers is like the Sparking equivalent to battling all of the Supreme Four, Big Five, Turbo Four, or Risen Three. It wouldn't be complete if only some of them are used while others aren't.
4. Curse Satomb is the only defense type in Sparking so far, so Wyvron would be the 2nd one.
5. Wakiya owning the WBBA means he can probably make it where the winner of the Legends Festival or another tournament gets to face him for some sort of big title (just like the Luinor Cup going all the way to fighting Lui for the Asian Champion title).

I'm a little mixed on who has a better chance of coming back between Xhaka and Xhan.
Xhan has a more likely chance (in-universe anyway) to come back than Xhaka, due to Xhan being the current wielder of the Xcalibur line and with Xhaka being retired, it does seem that the odds are so against him coming back over Xhan.
However, from a meta perspective, Xhaka is arguably a more iconic character than Xhan in Burst IMO. He arguably made a bigger impact to the series than Xhan and it would just feel a bit weird if Xhan came back with Xcalibur but not Xhaka. It also just feels like Xhaka would likely earn the "legendary" status more than Xhan so far, since Xhaka has risen to the top both nationally and internationally at one point (both titles were taken away of course, but still...), formerly as one of the Spin Emperors and the Big 5.
Of course, I could be wrong as I tend to be but that's just what I think.
