That box set probably retails for about 30-35 anyway. They just transferred the cost of unit to the shipping to make it seem more appealing.

What's that from the metal wheel after being wiped with that cloth?

The wheel looks so shiny after the cleaning too...

I believe it's the outer layer of the metal which has oxidised (i.e. reacted with the oxygen in the air).

Does it affect the wheel's performance?

Hasbro just licensed the toy from Takara, they wouldn't want to break compatibility. Takes too much time, money and effort without any gain.
