At the moment, tournaments in India are mostly held in Mumbai. However, all of our events are fan-run, so it only takes one person's initiative to suddenly see another region pop up and be active. As for teams, you can definitely make your own. We have a Teams sub-forum inside the WBO General forum in which you can open a new thread for your team.
