I don't understand why?
we are just trying to help others, isn't it??
I believe you have to become an organizer that is authorized by the WBO first. WBO tournaments are very professional-like and it's very different from the usual tournaments done by either Hasbro or Takara Tomy. It's in the rule book which can be found here to know more about it: https://drive.google.com/drive/u/0/folde...XJtUXJ1SmM. After that you have to answer this page: https://worldbeyblade.org/Forum-Become-an-Organizer.
Hope that helps!

- Step 2: Submit an event proposal in the Schedule an Event sub-forum with at least four confirmed participants(Club Format), or eight confirmed participants for a full tournament.

No, for you to have a tournament not to be an organizer.

You need four bladers nearby to start a tournament, you do not need four bladers nearby to become an organizer.
THEN TELL ME why that sub forum cannot be opended
You must have already gathered at least 4 participants for a tournament and submitted a legitimate event proposal in the Schedule an Event sub-forum, otherwise your quiz results will be dismissed.
