Its up to the venue ur literally holding a completely unnecessary beyblade tournament in their space most likely they will make u pay and wbo doesn’t cover it look on the organizers rulebook

To more formally answer your question, it depends on the spot. Most organizers use a place like a park that is free to everyone. But if you want a more quiet indoor space you will often have to pay. I have seen some people use environments like cafes where they have bladers buy food and drinks from there to make it a payment of sorts.
WBO does not fund a single thing. The WBO is not an organization in that regard. They are battle hosters as in they help people set up battles that others can find with ease on this website. Essentially a forum page in basic terms.
My advice is to always do your tournaments in a space like a park. Most hobby stores with card battles will turn you away due to how loud Beyblades can be. So a park is your best spot. Also most Organizers don’t use their house as a spot if you were wondering, just trying to clarify as much as I can.

Ye it’s pretty rare for organisers to make the entry fee free
Most events are free - in these cases, the Organizer pays out of their own pocket.
