I know I'm kinda late and we're now in the Sparking generation. But I don't have any sparking beys so I'm using GT beys right now. I was so frustrated with how Slash Valkyrie is always bursting. So I just kinda smashed SV in the stadium while launching and somehow, it bursted the opponent bey. I was surprised but SV didn't clicked. So I tried it again and the opponent bey bursted again though SV clicked. 

What I'm saying is that maybe there's a reason why Slash Valkyries, driver is called Power. Maybe you really need to launch it with power and smash SV in the stadium and it will compress the driver's spring and really increase its burst resistance. I don't know if this is really what's happening or maybe SV just got lucky. Can someone try it also and tell me if you got the same result for SV.

The Power Driver's gimmick is very inconsistent, so it's not really worth looking into too much. What you experienced there was either a snipe shot or sheer luck. The Power Driver almost never compresses enough to make use of its gimmick unless you purposely do a slamming motion with your launcher, and the compression only lasts a fraction of a second at most. You wouldn't be able to perform that kind of launch at an official WBO event because your launcher has to be right above the stadium during the whole launching sequence in order to prevent snipe shots and injuries, so it's not a competitively viable tactic.

Why.

Because power already had good locking from my experience. Just a little bit weaker than a dash. Even if there is a power dash, I don’t really see too too many people using it.

Power' won't happen simply because it will lose the intended gimmick of it compressing in order to increase Burst resistance (as it is using basically the same spring it is already on, so a spring with better/stronger tension won't compress as much). 

Power itself isn't as great of a Driver simply because it's flat tip is inferior to Destroy which has a free-spinning plate for added LAD (and a Dash variant to boot).

Simple answer to OP's question though is that SV stock won't necessarily be good despite its Disk being heavy simply because the heaviest Layer+Disk/Frame combo available is not heavy enough to let the spring compress like how it did in the anime during impacts in battle. Slash itself is not too great simply because its structure (lightweight, without any metal aside from rivets) and design (high-recoil common to attack parts) makes it self-Burst almost quite consistently even with the best Dash Driver available. The GT Chip, Disk, and Driver have their own good synergy with other parts, but the stock combo is really a letdown, tbh.

Even I'd take a raw, unawakened Volcanic over Power. With Volcanic there is at least some KO potential by dominating the Tornado Ridge with speed.
