As for Zeutron, winning a final battle doesn't make someone stronger. Ryuga has more wins that Gingka has. If we measure the feats of power between the two, Ryuga stands superior.
And can anyone explain, what would Mr.Hagane do if Ryuga uses his Ultimate Move?
That's true. What I'm saying is that Gingka is either a fingernail lvl weaker than him or equal to Ryuga. The only person who is flat out stronger than Ryuga is Rago
In the manga Gingka actually battled stronger opponents and had a similar win rate. Beating someone one time at their peak is a good indidcator of who is stronger. Having a good record is a bad way of determining who is stronger because records work relevant to time, long term circumstance and number of battles while present victories don’t always do that. By that logic Gingka with the powers of all the bladers in the world would be weaker than Ryuga since he only won once but we know that isn’t true.
Honestly in terms of the anime: Rago<Gingka (Zero-g) < Kenta (legend) < Ryuga (metal fury). Kenta should have been stronger too.
it was only a momentary boost, not forever. He only got that boost for a time being so he could defeat Rago. Ryuga is on par with Gingka, but his feats are mightier by a thousandfold.

Rago
Gingka or Rygua
Rygua or Gingka
Kyoya
Kenta
Chris
King
Masemunae
Tiffy
Aguma
What are your guys Top 10 strongest list?

0. Benkei
1. Rago
2. Gingka
3. Ryuga
4. Chris (you could argue on this, but Gingka in fury just barely managed to win and that too because I believe Chris allowed him to ring him out and BD is op)
5. Kyoya
6. Kenta
7. Aguma (again I could see a case against this, but he’s a master tactician and Scythe has some pretty good parts)
8. King (Left and Right spin as well as 3 modes. That’s one strong bey)
9. Masamune (can’t not mention him if I’ve mentioned King. This man almost beat him, and while it was in a different stadium, but blader’s became used to it so it was a fair fight)
10. Faust
Dynamis didn’t make it since he has only won 2 battles that too to rather weaker bladers
Tithi didn’t make it since he’s still a child (granted everyone’s also a child, but he’s much younger. What this means is that he still has a lot of potential)
Yuki doesn’t make it since his wins are with Gingka only or are rather unimpressive
I mean, by logic I would say Kenta because Kenta inherited all of Rouge’s power. It was more so a lack of understanding. In terms of power Kenta was definitely the strongest individual force since it’s effectively his own power + all of Ryuga’s. He was even able to contend with Nemesis all on his own with no resistance or damage received while the other legends were teaming and getting flung back in single blows.

Kenta was able to be equal with Rago in episode 140, but in 141, even with Rygua's power and the rest 9 legenddary bladers, he got demolised. So him fihting Nemisis equally isn't a good example in my opinion.

Also Nemesis is a bad example as that 230 definitely caught it off guard (not to mention it’s perfect advertising for the bey). There’s nothing really implying that Kenta inherited Ryuga’s power.
Ah right, it does seem like he particularly inherited the fragment but, I still believe he is better nonetheless. As for 230, yes it did catch Rago off guard but utilization of bey capabilities should honestly count towards power to an extent. After all, he used an attack and retreat pattern when fighting nemesis (when Sagittario attacked, it lowered its fusion wheel leaving it exposed before moving upright to tank the hits). When Rago brought out his aura, Kenta did the same and was able to match him . Advertisement or not, he was actually able to damage Rago whilst Ryuga was getting toyed with. Besides, it seemed to me like one of the key points of giving Kenta an evolution was to showcase his succession of Ryuga.

I suppose so, but hadn’t Nemesis gotten stronger by that point seeing as the world was closer to being consumed by its darkness?
1. Kenta didn't receive Ryuga's Power. It's not possible to give someone your power and your knowledge and your talent.
2. Gingka having the whole mfb world's power was only a MOMENTARY BOOST>
3. Kenta is the successor of Ryuga. Ryuga just acknoledged Kenta's efforts. The successor of Ryuga is Sakyo.
4. Ryuga was in fact not getting that much toyed with. In the starting, Ryuga almost managed to fling Nemesis out of the stadium. And, when nemesis delivered a attack and Ryuga stood back up, Rago was shocked and said, "You can still stand?!" And, when Rago used Armaggedon, he said, "You have done well to stand agaisnt nemesis for so long". Any other blader fighting Rago alone would've got bodied.
5. Kenta only stood agaisnt Rago for some time because it was shocking that Kenta had gotten the SUmmer Star Fragment, and Rago didn't even know Kenta's new bey's powers yet. When he got to know his powers, then even kenta got trashed again and again.
6.Kenta wasn't equal to Ryuga's power, just barely able to stand agaisnt him. Ryuga destroyed him with his special move more brutally than he did to Gingka. Kenta only managed to SRATCH Ryuga's bey..]
7. Again, KENTA DID NOT RECEIVE Ryuga's powers
8.This is my MFB List on INDIVIDUAL POWER
1. Rago
2. Gingka and Ryuga (tied, either can win)
3. King and Chris (Tied)
4. Kyoya and Kenta (tied)
5. Dynamis
6. Titi
7. Faust
8.Yuki
9. Damian
10. Reji
