Before the rankings change he's A Rank 1, and the anime hasn't implemented ranking changes so yeah.
In the current manga he's A Rank #3, making him the #18 best blader worldwide.

Well the first Tim they've changed for legend rankings. Other rank changes happen all the time.

Lane I know about. Was curious about the others.
Hikaru and Hyuga constantly progress through the ranks, and as we've seen Fubuki dethroned some people meaning anyone can go up and down constantly.
