Only after Metal Fury. Before Rago, he was the strongest, even stronger than Gingka. Remember that he defeated Gingka, Chris, King, Benkei, Aguma, Bao and Beylin Fist bladers at once easily. And he also defeated Gingka, Kyoya and Yuki at once.

Stop insulting Ryuga. He was not mindless, he was only reckless and arrogant. He was very intelligent and had a very good vocabulary and understanding of how things were. And Rago was stronger than Gingka. Gingka could only win after getting all the powers in the world.
