Free was able to defeat Phi's Dead Armour Press which was implied to be as strong as or just a little stronger than the Revive Armour Press which broke Z Achilles and Dead Hades.
It's also implied that Valt and Aiga couldn't defeat Hearts without their Cho-Z upgrades due to the animation of the Burst stoppers working as intended on the final impact and the fact that Aiga couldn't overpower Hearts in Attack when he could do so against Valt.
Furthermore, when Valt first got Cho-Z Valkyrie, Valt only won due to the Burst stopper (again, the animation of it working on Free's last attack) and he would have lost by Burst even with the greater launch strength if the gimmick wasn't there
It's probably why Phi never battled Free while he had Revive Phoenix, well, other than because it makes complete sense for the plot. They wanted Phi to avoid losing as much as possible so he normally picked off stronger bladers who aren't quite top tier, like Laban or Xhan. Hearts... you could say was a top tier blader but honestly, the usual case of any strong RBV prize beys, once they've outlived their usefulness, they hardly ever win again and become irrelevant, something that Dead Hades, Beat Kukulcan, Shelter Regulus and Quad Quetzalcoatl seem to suffer from, though bK was necessary, and I guess dH breaking was as well. Anyway I'm going on a little tangent here I apologise.
Free was also the first blader that Kyle took his battle seriously in, and while it was because Free pretty much taunted him, they really wanted to demonstrate Free by having him the one who earned Kyle taking his mask off in front of him, then beating it right after, to the point where Kyle shrieked when he was about to lose.
Admittedly, the Revive Armour Press is a bit inconsistent, because it broke Dead Hades and Z Achilles but failed to break Buster Xcalibur for some reason, and it wouldn't have really effected the plot if it did break, because all Xhan did was be Aiga's practice buddy and granted Xhakas rather pointless appearance. My assumption is that Xcalibur should be on par with Hades at least (but then again Xcalibur could beat Cho Z Achilles 2 points whereas Hades couldn't so... I really don't know), so I really never got why it was spared from Phoenix. BUT I suppose it did lose to it anyway, while Free didn't.
