Should I get Hell Kerbecs, Basalt Horogium, or Vulcan Horuseous? I'm looking for a bey that can win, of course. And I would like to know if there is a better bey and their price.

Hell Kerbecs. It has 3 useful parts, those being Kerbecs, Hell and BD145. While Basalt is the best wheel for defense, there's a chance it could be banned from WBO tournaments soon.

As for Vulcan, it's extremely outclassed for attack; I'd personally only get it for collection.

To add more information to this post, Gaia Dragoon V has one of the best Smash Attack and Upper Attack Blade Bases in the Plastics metagame, Trygle has what is widely regarded as THE best Smash Attack Ring in Plastics, Wolborg 2 has the best Bearing Shaft for Defense and Zombie customizations, Draciel S has an okay BB for Defense(but only with two sets of metal balls), Metal Driger's HMC is the most valuable SG component for Compacts, and Galeon is one of the best Compact customs right out of the box - and has one of the best ARs for Defense.

I'd dare say Draciel S out performs MBD, putting it on top of the weight-based defense BB list.
Driger V2 and Dragoon G move in on that territory to quote the Beywiki, and Dragoon G is $6 from Dimsum2u so if you want a more financially savvy alternative, Dragoon G is your bey. It is a perfectly fine alternative.

HMC is a must-buy, it is used in most competitive attack customizations, and again, Dimsum sells it! Though, he sells it on eBay for ~20USD.

If you want a single bey which is competitive right out o' the box Driger S and Bistool will not fail, but if you want to get really intimate with it I'd put these as essentials:

1. Driger S/Bistool
2. Metal Driger (only Takara will do)
3. Dragoon G/Trygle (whichever you want)
4. Galeon
5. Draciel S
6. Wolborg 2

I put this in order of importance or out of box competitive use. Hopefully this isn't too vague!

I'd say the second one, for the Beylauncher. If you have a Beylauncher already, the first has D125, which is the only particularly useful track of any of these.

Get the second one, it's more useful. D125B is better on Wolf than that 145 (?)FS is, but that set comes with Aquario, which by Pre-HWS terms, was pretty good. Pegasis, is Pegasis, what more can I say? XD Plus, a Beylauncher in the second one.
