It's not upper. It was said somewhere that it was made purposeless to be uneven so it wobbles up and down for some special type of counter, I'm guessing this is what it means.

Basalt's spikes are not prominent enough to produce any Spike Upper (I think that's what it's called), and it's obvious that the spikes cannot lift up opposing Beys.

Also, I'm pretty sure most 145 height combos can do that to Flame Byxis 230WD as long as it can make contact with the underside of the Metal Wheel.

The unbalanced Wheel causes it to wobble sideways, not up and down.

Basalt seems "knockoutable" if the attack bey is conflicting damage with a high spin rate. It also seems to be beatable on the 230 height against 145 attack beys.

If this is heavier than the libra wheel than what is the point of banning libra when this isn't?
