We can't, we're just guessing it based on what we can actually make out in those photos. I say Limited because this is apparently a defense type. While Burst isn't normally that consistent with disk and types it's put in, Dual Layers seem to change that.
New issue of CoroCoro just came out, where are the new pics of Quad Quetzalcoatl?
This Random Booster only comes out in October, so they can wait until the issue that will be in October until they reveal it...

There weren't any. CoroCoro isn't guaranteed to show information on future releases after all, especially something like this, which isn't released for another month and a half, haha.
The focus this month was Zillion Zeus, the golden Z2 and the Burst 3DS game. It doesn't seem like anything else was included this month.

From what I gather, a TAKARA-TOMY staff member was present in a store to do something with the BeyTerminal there, and he heard him mention something about the use of Bakuten Layers in tournaments.

While I think we should just consider this a rumor at this point, it would be disappointing but not that surprising if true. Still, it makes me wonder if any effort went into balancing their performance at all. If they are all too strong to play with the other Burst Beyblades, that would be pretty embarrassing for TT.

I would not be surprised at all either. Toys that you can't use is a billion dollar idea isn't ?
Anyway, I'm sure that Takara Tomy is really concerned about it, and all the other problems of Burst, and I know for a fact that they are working on getting better and improving themselves.

I mean, I can get the rationale behind it. Because they're (mostly) faithful recreations instead of new designs inspired by the originals, they can't really be rebalanced relative to the rest of the game. However, that shouldn't really be an issue; they shouldn't be so overpowered that this would be necessary, and if they were underpowered it wouldn't be necessary.
That said, thankfully Takara-Tomy's rules don't necessarily carry over to us. We can do tests and come to our own conclusions.
