You have things from the Beyblade Customizations forum and the Bey Marketplace forum in there, so it is confusing ... At the moment, there is a plastic discussion thread in the Beyblade Customizations forum, no ? Perhaps that could be used for combinations in general, and then that would leave all the topic ideas you listed for one thread which could reasonably go in the Beyblade General forum.
Perhaps, however I think it would be easier for people to navigate and know where to post if it were all in that one thread, and keeps the knowledge concentrated on that one thread, so we're not all "post that question here" and so on. A lot of people also combine purchase and combination questions and so on. I feel General would be the best place as it is not as specific as the Customization forum, I feel there's a little leeway, for the sake of simplicity.
I feel having one place for everything would be better too. I would like to do a new version of the plastics price thread since the current one is quite inaccurate for some things and kaiser clearly doesn't have any intention of addressing this.

A BeyWiki Price List did seem like an interesting idea to me, but I didn't realize that with increasing rarity, prices are tentative to change...

Perhaps, but it would be best to focus on that after it's actually correct and useful.
Having one topic where you can talk about both HMS and Plastics, purchase consultation and price lists, combination advice and generally questions about both systems ... That is just too much for one thread, even if there are not that many people interested in them compared to Metal Fight Beyblade.
It could be split for each system, but if they're not going to be stickied then they would need to be popular enough to stay relatively visible, and I'm not 100% sure the two systems could do that by themselves.
Remember, questions about either aren't that common, so it would not become too cluttered, despite the broad topic (which is really jut an all-encompassing Q&A for both systems).

But you do not agree that the array of discussion you want to have is way too large, if you ignore whether the topic(s) gets stickied or not ?
It could be, however, I don't think it would actually end up being an issue, as everyone who can answer these questions would likely also be in that one place.

Maybe creating a whole new forum section for plastics and HMS threads would be more feasable than having one thread for all those things.
That would be lovely, but I am not entirely sure it would be much more than you and I talking to ourselves just yet. I think we should perhaps start small with the threads. If things pick up, we could look at a subforum or something.
What about a section for Takara Tomy Beyblades and a section for Hasbro Beyblades? (please forgive me if thats a bad idea)

Yeah I agree with that, if all the threads involving plastic and HMS got made into a seperate forum, it'd make the beyblade general and customisatio threads easier to navigate, considering alot of the 1st threads are mainly people saing plastic and HMS combos.

Do you think, if there were a significant difference in quality, or any notable difference that would justify a separate section, the owner of the largest beyblade community on the internet would not be aware of this? Do you honestly think that recolours and imbalanced, unfair stadiums justify an entirely separate section?

Yeah, perhaps it's just me being more stressed out than usual. Anyway:
I would love a subforum for the older systems. But, as I said, I think we should start small. I mean, no one really posts in plastics parts discussion right now but me, myself, and ultrablader. The HMS threads seem a bit more active, but I don't know if a whole subforum for them would work. Obviously, it would be fantastic, but I think we should start small, with dedicated threads. If things take off, or whatever, then a forum would obviously be worth looking at, however I don't think, at this point, it would be entirely worthwhile.
There's only so much to discuss: Parts, stadia, rules, obscure accessories like the early launchers and stuff (#29 Power Launcher, I'm looking at you). You could branch out into "fun combinations", "memories" and so on, but I don't really think it would be popular enough as a whole, nor would there be enough to talk about, with no new releases and many things already having been discussed.

There are very few people at the moment, who have enough knowledge about Plastics and HMS. I don't see how you see the HMS threads active enough... I see just a few people there, most notably Kei and Ga. But yeah, in contrast with the plastics thread, the HMS ones are much more successful.
The reason, according to me is, there are quite a many people who like plastics, but a few people like you and Ultra have probably talked out all that was left to talk about plastics.
Due to the broad spectrum of parts available in plastics, there is sufficient amount of confusion when naming parts, making combos, etc.
Also, due to it being an old series, most members on this site aren't up to date with most info on it.
This may lead to more people acquiring, and passing out wrong info (which of course, is correct according to them).
IIRC, we do have a plastics Competitive Combos thread, right? If not, then we shall need one. If yes, then there's a problem with that too. A Competitive Combo list is not suffice.
Out of the 1000 parts released in plastics, we short-list a handful and add them to this list. Now, what about the other parts? Newbies will certainly fall for this. They won't know much about the other parts. We'll end up receiving bad combos, bad answers, etc.
The whole thread will depend upon you, Ultra, and other plastic people; and you know how you'd feel if you end up seeing so much of SPAM in your threads.
So, before we jump on the big one, we must take a few steps to ensure that info can be provided by searching the forum/wiki. If this does not happen, all the 60,000+ members we have right now, will depend on people like you for their plastic-related questions (which we seriously do not want to let happen), which is much of a burden for anyone. So, before we start making plans for a thread, we better provide generalized info first.
