While Rago is the strongest, that doesn’t make him the best. Rago would beat anyone in 1 v 1 or even 1 v x (granted x isn’t the entire Beyblade community), but in my opinion Ryuga is the GOAT character-wise

The toughest is hard; (especially with 3 generations), Rago is definitely the most OP in the Metal Saga but I think Gwyn from Rise had the most potential to become the strongest. For the classic Plastic-Era I think Brooklyn or Tyson could be the best. (The reason I think Rago is better than Gingka is because the final battle was a one time thing and if it was a 1v1 battle to the death Rago would win due to his sheer power; Gwyn was probably the smartest blader to be introduced and was seen on a whole different level; And for Brooklyn and Tyson I don't really know who deserved it.)

The toughest is really easy. It’s very clearly Rago I mean the man took all legendary bladers like it was just a stroll in the park. The greatest of “all time” includes all series and Rago is very clearly that.
