I think it is necessary to talk about is large size and similarity with disc-Y.
Problem is, pretty much every competitive blader has Twin Nemesis already from the Random layer Collection so they have little reason to buy the Booster so it'll probably be a while until we can get testing.

To answer your question, 3 weighs 21.6 grams for me but feels much lighter overall.

Due to 3’s large size and that most of its weight being focused on the center, 3 features a centralized weight, akin to Yell, which would imply use in every type of customization
While this is true, 3 factors limit the effectiveness and usefulness of the gimmick:
1. The centralized weight makes it ill suited for mobile customizations as centralized weight has weight in the center, which significantly reduces the speed in an attack combo
2. If used for defense and/or stamina, the centralized weight will allow it to stay in the stadium most of the time,
but since defense/stamina discs require OWD, the stamina is a trade off for a situation like this
3. 3 has a weight of 21.6 grams, making it one of the lightest number discs in the game. Although the light weight would imply greater burst resistance, the comparatively heavier weight compared to discs such as Heavy and Gravity nullifies any greater burst resistance.

Due to 3’s similarities to Yell and its light weight, 3 is outclassed by every other number discs in the current metagame, except by 6, which is similar in weight. As such, this disc is recommended for collection purposes only. However, if one has difficulty obtaining a top-tier forge disc such as 7, then 3 is a welcome addition to any bladers collection.

Each side features three small nubs, akin to Knuckle and 8, which is looped and molded into the shape of a 3. On the center left and right side there are tabs which features a stylized 3 meant for both identification from other forge discs, and to fit into the slots of other energy layers.
In addition to the 3 shapes, 3 features a heavy ring on the center. The heavy ring provides 3 with centralized weight distribution, akin to Yell and Central. This type of weight distribution provides multiple advantages, such as having high knock-out resistance from the centralized weight, and having high attack potential due to the ring providing high momentum and inertia which provides strong hits. Furthermore, due to 3's large size and smooth bottom, it has high LAD without any frame. However, the centralized weight provides 3 with numerous drawbacks as well.
Due to the lack of OWD, defense and stamina combos using 3 will not be able to maintain spin after huge impacts, which creates poor spin retention. If used in attack combos, the centralized weight will reduce the amount of speed since top tier attack forge disks such as 7 have its weight distributed evenly, thus making 3 ill-suited for moblie attack. Furthermore, 3's light weight of 21.6 grams makes it ill-suited for almost all types of combos, and due to 3's comparitively heavier weight than other forge disks such as Heavy and Gravity, 3 has low burst resistance

Due to 3's light weight and similarities to Yell, 3 is outclassed by every other core disc in the metagame at this point. As such, 3 is not recommended for competitive play and, as such, is suitable for collection purposes only.

If I remember right, Yell had use in opposite spin battles, specifically against spin stealers. But without testing, we can't tell so don't add that yet
