B can perform exceptionally depending on its opponent.

And you can't use Meteo L-Drago in the same combo as L-Drago Destroy/Guardian, but you can in the same Track-Bottom setup. ;/)
I don't believe that it's as effective, though, due to the major differences in weight between the Wheels.

D125 would be a really decent track for flash, since you don't want heavy tracks on rubber because they will have lower stamina. Flash Horogium D125 RF/R2F would be good.

There's no best Flash Attack combo. Your choices of Track and Bottom should be of your own preference, not of other peoples'.
But what do you mean by outclassed? If you mean it was beaten by Diablo, then that's no surprise. Diablo's heavier, so of course between the two, it's the least likely to go flying out.

MF-H Flash Escolopio S130 R2F is a really good top-tier attack combo!

It wouldn't be on the tiers list if weren't good, now would it?
