is MF Basalt Bull BD145RS a good defence combo

No, use CS, RDF, or even RSF. RS doesn't work well on that combo, as Basalt and RS both have poor balance, and BD145 scrapes.
what about MF Hell Pegasis2 100(lowest track i have) RF for attack
would mf basalt bull 230 ? im trying to find a good tip but without changing the track what would you guys say i dont have any 4D beys

CS works, but MF-H/MF Basalt Bull/Kerbecs/Aquario 230/TH170/GB145 CS/MB/RSF/RS would be a good mix of parts but I think outclassed a little by the present Metal Fight Competetive Combos currently. I recently got 2nd place in a tourney with MF Basalt Bull GB145CS I used this because I didn't wan't to use my best, it was good a few months ago but still has use like Dark_Mousy said.

OK so I'm new on this forum and returning to beyblade after a very long gap 6 years or so. I was never a very competitive player but I really like the competitive part of the new blades. I was wondering if this blade was any good.

a twisted fusion wheel
and a blue BS tip
I have played it with my friend who is getting me back into the game. We both don't have extremely good beyblades but from what I've seen this is working fairly well. pleas let me know how this might fair against high ranking blades. thank you.

You seem to have forgotten something, ahh why can't I name it, that doohicky that goes between the piece of metal and the tip? A necessary part of a beyblade? Oh Right! A track, you might want to include that.
But by the parts you did give, not to fantastic. The Metal wheel is good, and so is the Energy Ring but put them on a BS? BS has the worst balance I've ever seen in a tip (that goes for all of the Sharp series of tips). Put one of the heaviest metal wheels on it and you are asking for a SKO. Replace it with a CS, an RS, or even a WD.
Although; Twisted Bull is a good choice, so stick with that for a defence bey. Try to get a Kerbecs or a Virgo and put BD145 or GB145 on it. And a CS from Ray Striker

ugh now i feel stupid. its the 230 track. the whole concept behind the blade is to wiggle and smash other blades kinda like a hammer. I don't know how good this will do but i thought it would be fun to play.

Well now, a 230 track. You seem to have stumbled (almost) apon a quite competitive combo; TwistedBull230CS.
That combo, for a long while and still is, a very powerful combo. Replace your horrid BS tip with CS and you have a very decent defence bey. CS (Coat Sharp) is an exception to the Sharp rule; They are bad.
Anyways, here are some combo's you can make:

Well, you probably don't have access to eBay and online sellers to get the latest beys like Death Quezacotal, Duo Uranus, VariAres and Diablo Nemesis. So I would predict pretty good, so long as your friends don't start buying beys online. But beware of any combo's (especially attack) on 145 height tracks, be it GB145 or BD145 or even DF145. Any beys on that height will topple your 230.

@S.D.C- Twisted is quite decent for Stamina too, and getting an Earth wheel in today's meta-game is not the best suggestion to give.

OK, so use the first Stamina combo I suggested.
S.D.C's combos are great, but D works well only on higher tracks; while WD/SD are brilliant for 145 and lessr heights.
