I know I'm asking alot of questions but would Xceed'+ be better than Xceed, or should I just stay with Xceed'

Xceed’ is better but not the chip if you are using xceed’ with the chip go for xceed since the chip is the worst part.

Twisted kerbecs bd145 eds is a great stamina combo but Phantom Orion's weakness is it is susceptible to smash attack so I would recommend getting like a galaxy pegasus for r2f of a storm pegasus for rf and then you can make a good smash combo.

There’s better options instead of Galaxy Pegasus. Here’s what I recommend getting for attack: Diablo Nemesis, Variares, Blitz Striker these are all top tier for attack. Combos to use for taking out Phantom Orion are Diablo Nemesis AD 145 RDF, Blitz Striker stock, and Twisted Tempo BD. I would recommend using the Diablo combo
