Tourney formats depend on the amount of people. For a larger tourney Double Elimination is used. Since there aren't that many its unlikely we'll reach the amount needed for double elimination(its 20).
Well, if there are under 24 attendees it will be Block Round Robin, but if there are over 24 it will be Double Elimination.
