The strongest stock 4D Beyblades would be Phantom Orion for Stamina, Death Quetzalcoatl for Defense, and Blitz Unicornio for Attack. Duo Uranus is also very good; Duo is fantastic for both Stamina and Defense, and Flash Sagittario also contains many useful parts.
Most 4D Beyblades are a lot less useful now because they're mostly outclassed by Synchromes and some other Zero-G parts. Death Quetzalcoatl remains relevant because of its fantastic Tip, RDF, which is used in a lot of Defense combos, especially defensive left-spin ones. Duo and Flash are hanging onto their spots on the top-tier list, because although Flash's Attack power and Duo's defensive ability are outclassed by some Synchrome options, they have much greater Stamina than most Synchromes do, which gives them some added flexibility. Phantom Orion's 4D Bottom, B : D, is the highest Stamina bottom available in terms of solo spin time, so it still sees use. Phantom itself doesn't get used anymore because it has too much recoil to compete with Synchromes, which are almost all at least mildly aggressive due to their asymmetrical designs. Diablo Nemesis functioned similarly to how Synchromes do now in the 4D era - at 54g it's heavier than everything else in the game at the time by like 12g, so its combination of sheer weight and aggressive shape let it tank hits and dish out its own. But since Synchromes in turn outweigh Diablo by another 8-10g, its major advantage of being the heaviest Beyblade is gone. At this point I don't see much reason to keep it on the top-tier list; it might be barely competitive with Synchromes still, but Wyvang^2, Balro^2, Begirados^2, and probably even lower-tier Synchromes like Saramanda sets outclass it now. It just doesn't bring anything to the table that aggressive Synchromes don't.
TL;DR:
- Phantom Orion is good for B : D, and Orion has excellent synergy with Flash, though Phantom is a bit too vulnerable to Attack to compete with Synchromes.
- Death Quetz is great for RDF, but Death is too lightweight to compete with Synchromes.
- Blitz Unicornio is good for Unicornio II, 100 and RSF, but Blitz is too lightweight to compete with Synchromes, and Unicornio II is not particularly useful anymore due to the lack of competitive 3-sided Metal Wheels.
- Duo Uranus is good for Duo and WD. 230 is largely outclassed by F230 and E230 but sees some use in Limited.
- Flash Sagittario is good for Flash, Sagittario II, and WD. Same story with 230 here, and Sagittario II isn't the best Clear Wheel, but it's respectably heavy and has a good shape.
- Diablo is more or less completely outclassed as a heavy Attack/Anti-Attack Metal Wheel, since Attack-type Synchromes fill that function far more effectively.
