There is no fee because this is not an official event.
If it rains there is a shelter close by that everyone can go to; we've used it on multiple occasions.

Only tournaments need to be approved ... This is just a special event for odd things, hah.

If people were trying to advertise more of a meet-up to bypass the approval of a tournament though, then there would be some issue in that case.
