Uhm, in the UK, you dont have ID until the age of 18, soooooo. You can't?
Considering you have to be over 16 to be in college here (And they dont accept College ID cards as a form of ID either, we tried that) it's kinda obvious, since I doubt people walk around with College books in their hands unless they need to.

We get Bromley Identificaton Zone Cards at like 16 here. I've never heard of anywhere else having similiar cards though. They're pretty cool because you can get student discount with them and they're a really pretty blue.

Only form of ID you can get at 18 is Drivers liscense here. So unless you drive, you wont have any.
They dont accept provisionals as a liscense here, because you can get those from 17, so you could be 17 or over, but they cant risk that.
and Passports. but who the hell carries that around with them unless they want to pay £80 for a new one?

Our censoring system is very different from yours so I hear, psych teacher (Shes from Canada, so we kinda hear all about the place) said yours goes on systems like "R-rated" and stuff like that.

one of the big debates with those ID cards was that they were going to charge citizens £300 each for a card that keeps an eye on you and what you do.
And yep, we have loads of silly restrictions over here (and they're trying to put age limits like that on our computer games too)

England is a tight place and sure you say about driving license but who really has the money to get to that point at that age. Espically when you can't get a job because it keeps getting worse and worse here.
