Is sanding allowed?

Hey all,

I just got a Leon Crest and noticed some cut marks/scuffs from where the plastic parts were cut on the bey and ratchet. I'm terrible at describing it so I've put a link to a pic below.

My question is 2 parts: 

1. If I tried to sand that down to smooth it out like I would with a gunpla nub, would that be considered a mod that makes the bey illegal for tournament use?

2. Do you think it would make much of a difference to try?

id give it a shot. I mean so long as you showed a good reason for the modification Idk why it would be illegal

According to the rulebooks, any type of modification is illegal since it changes performance. Parts that are defected are usually okay to use unless specified. The nub would wear down naturally anyway.
