Money. O: That and it's a really smart move of them considering the recent launch of the DSi. Before you could get the previous gen Pokémon from playing the GBA games but with there being no GBA slot on the DSi well...
Not to mention that 90% of G/S/C cartridges are dead now due to the internal battery running constantly to keep the in-game clock going. If there are any that still work these days I'll be impressed.
That and the second gen starters are a real pain in the butt to get without hacking them. :[
