See here to be in the top tier list a bey has to be the best in it's type & also put up a decent average amount of victories against other types , i don't know who told you it was top tier but it is not , it could be in the metagame of other countries , but overall it is not in the list

EDIT: Also Burn had 85R2F, which is better than 90RF. And Ray had a MF, Burn did not. Ray does better without a MF.
