The 10 Heavy and HMC help to centre weight, which increases RPM. More RPM increases the effectiveness of upper attack.

That is the theory behind this blade.

Change the 10 heavy to 10-wide, and if you have any Grip Attacker Base's, Use one of them, they're a lot better in my personal opinion for upper, since you need to be quite low to the ground for it.

Same CC combo that's been around for a while with a different BB. Use Storm Grip BB for a lower upper attacker.

You're right it is faster, but that's lateral movement not actual RPM. The heavier and rounder something is the faster it will be spinning. If it has a sharp tip (metal is best because of the limited friction) it will maintain the RPM even longer.

That explains why fairly heavy endurance types spin a long time then, theyre generally rounded.
Anyway back to upper attack.
A good base for it is something flat, fast and quite low, Otherwise it defeats the purpose of "upper" attack.
I've always had a problem with a dragoon storm base, so I recommend Grip attacker's as always (if you have it that is)

Even though it's compact, the AR isn't so when it hits it'll tend to lose balance more compared to Storm Grip BB or SG Metal Flat 2. Plus you're losing the weight of the HMC so the hits will be weaker.

I thought the entire purpose of upper attack was to have and maintain a high spin rate. You get faster lateral speed or "movement" with grip BB's and of course Metal Flat, but the beyblade won't last nearly as long.

This isn't a normal sort of upper attacker though it's like a fusion of smash and upper attack. It isn't relying on it's spin rate it's relying on the lateral speed and for that to be maximized you need to sacrifice weight.. I think..

It's that the lighter weight disks are the wide ones, and they spin more slowly because the weight is set to the outside of the Beyblade. If you had a weight disk the size of Ten Heavy, but it was the weight of Ten Wide, it would allow a higher RPM than Ten Heavy.

No. 10-wide essentially does what 6-wide does much better.
